I think miniatures have to be able to fit into however many tiles they take up… so yes, there ARE rules on miniature sizes.
Though i have seen a miniature that was about a foot tall, it was of some kind of giant dragon thing.

however, while the big ones have stats, GW does not have models for them. You have to make your own.

Actually, the miniatures in Warhammer 40k get to be a ridiculous size. The biggest I’ve seen is a Titan model, and it’s something like 2 feet tall.
